FOR ROMANIA

CONTEXT

In March 2018, HORUS VISION, under the High Patronage of the Romania's Parliament organized the forum "Intelligent Solutions to Combat Crisis Situations following Terrorist Attacks or Natural Disasters". Since then, our company has held negotiations at the highest levels with most important companies from various sectors regarding an offset / industrial cooperation project for Romania.

HORUS VISION Corp. develops the offset/industrial cooperation project “Mass Notification System – national warning and voice co-ordination system for natural disasters, terrorism acts, civil conflict, for the essential security interest of the country”, a project designed to improve the security of Romania, decreasing the risk of life and material loses during terrorist attacks, new and extreme natural disasters, etc..

THE PROJECT contains an "offset" component and an "industrial cooperation component". As a consequence, all the projects that will be realized as component/obligation of the offset and industrial cooperation will contribute with about 15 billion euros to the GDP of Romania, within a maximum of 10 years from implementation.

This significant increase following the analysis made with the specialists of the Ministry of Finance, found that Romania's trade balance will increase significantly. THE PROJECT will create between 20.000 and 50.000 work places direcly and indirectly and will, among others, create once again a powerfull weapon and defence industry in Romania.

THE PROJECT

National Mass Notification System

The offset project include the instalation of central command unit and the instalation of 4500 mass notification equipment, as it resulted in the 3 tests performed within the Ministry of Interior, with all the categories of forces included in the Ministry of Interior, that have 360-degree and up to 2 kilometers of coverag. The complete system will allow emergency services to disseminate timely, lifesaving instructions to people in need over multiple channels — including Long-Range Acoustic Devices, sirens, SMS, text message, email and social media. Receiving an emergency order to evacuate can literally mean the difference between life or death. And it is time to protect Romanian citizens in a modern, efficient way.

The integrated solution works with existing critical communications infrastructure, enhancing clarity, reach and range without having to rip and replace. It also integrates with common emergency communication networks to allow first responders to communicate and coordinate during critical events. The needs were determined taking into account both geographical forms and the degree of urbanization (town, commune, village, etc.). This system is mounted on public buildings as well as on any type of land, having its own mounting system.

The National Mass Notification System will cover both the risks of natural disasters and the potential events that can occur at urban level including (but not limited to) natural disasters, terrorism acts, civil conflict. The total cost of THE PROJECT will be 2,1 billion euro.
